To ask the Secretary of State for Transport, what powers councils have to charge individuals and companies for filming on public highways; and whether her Department has published guidance.

Local highway authorities are responsible for managing highways within their areas and determining the arrangements for filming on those highways. Authorities may charge for services associated with filming, such as road closures, traffic management, permits or licences where they have the relevant legal powers to do so. The Department has not published guidance specifically on charging for filming on public highways.
