The question
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, with reference to the written statement of 17 June 2025, HCWS706, on Women, Peace and Security Annual Report, whether the Government’s objectives of advancing women’s rights relates to (a) biological women or (b) those who self-identify as women.

Under the Public Sector Equality Duty, the Foreign, Commonwealth & Development Office (FCDO) is required to pay due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations between different people when carrying out their activities. There are no plans to place in the Library a copy of the equality assessment on flying the bisexual flag. As set out in the answer to Question HL2411, our decision was based on raising awareness and promoting tolerance.
The Government is committed to advancing the rights of women and girls and to championing the rights of LGBT+ people globally.
