To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, with reference to the FCDO Annual Report and Accounts 2025-26, HC521, of 16 July 2026, page 73, and with reference to the answer of 6 February 2026 to Question HL14054 on UK Relations with EU: Women, what is the definition of a woman used in relation to the direct women diversity and inclusion target.

Under the Public Sector Equality Duty, the Foreign, Commonwealth & Development Office (FCDO) is required to pay due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations between different people when carrying out their activities. There are no plans to place in the Library a copy of the equality assessment on flying the bisexual flag. As set out in the answer to Question HL2411, our decision was based on raising awareness and promoting tolerance.
