The question

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, with reference to the letter from the Interim Permanent Under-Secretary to the FCDO Select Committee of 27 April 2026, Question 5, how many people were granted Fit and Proper Person exemptions in 2025 who otherwise did not have the necessary security clearance at the time; and whether there is guidance on the awarding of such an exemption.
