The question

To ask the Minister for the Cabinet Office, who exercises the Chief Executive of the Civil Service Commission 's delegated regulatory powers where the Chief Executive has a conflict of interest.

The Civil Service Commission is operationally independent. Regulatory powers delegated to the Chief Executive can alternatively be exercised by Commissioners or by other members of Commission staff, in line with Paragraph 14, Schedule 1 of the Constitutional Reform and Governance Act 2010.
