The question
To ask the Minister for the Cabinet Office, pursuant to the Answers of 9 July 2026 to Question 16036 on Lobbying and to Question 14432 on Lobbying Finance, for what reason the Answer to Question 14432 does not reference her Department's guidance entitled Rules on lobbying for non-departmental public bodies, published in October 2010; and whether that guidance applies to (a) departments and (b) executive agencies.

I refer the Honorable Member to the answer provided to Question 14432 on 9 July 2026.
The Cabinet Office has not issued specific additional guidance on the use of public funds for public affairs and lobbying activities. However, there is a long-standing principle that public bodies, including executive agencies, must be politically impartial, and must ensure the proper use of public money at all times. All public bodies must comply with the rules on lobbying. Public bodies must never employ external firms or consultants to influence or attempt to influence Parliament, the Government or political parties.
