The question

To ask the Secretary of State for Environment, Food and Rural Affairs, further to the OFWAT press release, "£3.4bn of funding set to unlock further improvements for water company customers, communities and the environment", of 13 August, 2026, what is Ofwat's estimate total water bill for an average householder, including wastewater, in each year from 2024-25 across the PR24 regulated period, for a non-social tariff customer, in (a) England and (b) the Thames Water area.

On 13 August 2026, Ofwat published draft determinations under its Cost Change Process, provisionally announcing up to £3.4 billion of additional expenditure for certain companies where costs or requirements were uncertain at PR24.

These draft determinations remain subject to consultation and further regulatory scrutiny, and Ofwat will publish its final decisions in December 2026.
