The question

To ask the Secretary of State for Transport, what assessment she has made of the risk that the cost of Heathrow expansion will exceed current estimates; and what safeguards will be put in place to ensure that any cost overruns are not borne by taxpayers.

Any proposal for Heathrow expansion will be subject to rigorous scrutiny through the planning, regulatory and approval processes, including assessment of its costs, deliverability and value for money. It will be for the scheme promoter to secure financing and manage delivery risks, including any cost overruns.
