The question

To ask the Secretary of State for Defence, what steps his Department is taking in order to achieve a One Defence mindset.

Through Defence Reform, the Department is embedding the Defence Operating Model (DOM) which is designed to enable Defence to operate as one enterprise and deliver its purpose more effectively. The model embeds integration through common strategic cycles, governance and processes, supporting Defence's organisations and functions to work together towards shared outcomes. This will make Defence clearer, simpler, better and more joined-up, reducing siloed behaviours and strengthening integration across the Defence enterprise.

The DOM is supported by a programme of targeted behavioural change to build a culture based on a strategy-led enterprise approach, encouraging success to be defined by what individuals and organisations contribute to Defence outcomes, rather than centred on ownership of individual responsibilities and resources. By creating frameworks that foster trust and collaboration; investing in leadership skills development; upskilling our people on the new ways of working in the DOM; utilising performance management and incentives to encourage key behaviours; and implementing a comprehensive communications and engagement approach, we are creating the positive cultural changes that will enable the DOM to foster a One Defence mindset.
