The question

To ask the Secretary of State for Defence, what does his Department consider to be the most significant potential risks to UK Defence of Artificial General Intelligence.

There is no single, internationally agreed definition of Artificial General Intelligence (AGI). Definitions generally focus on systems capable of human-level or greater performance across a broad range of cognitive tasks, rather than systems designed for one narrow purpose. If realised, such Artificial Intelligence (AI) systems could present substantial risks but also offer significant opportunities for Defence.

Potential risks could include enabling malicious cyber activity and disinformation at greater scale, increasing the risk of miscalculation or escalation, and creating new challenges in ensuring that systems remain reliable, secure and subject to context appropriate human involvement.

Key opportunities may include dramatically improving the speed and quality of information analysis, supporting operational planning and decision-making, strengthening cyber defence, and accelerating scientific and technological development.

The Ministry of Defence continues to monitor advances in AI and assess their implications for Defence and national security. We are working across Government and with allies, industry and academia to seize the opportunities presented by AI while ensuring that its adoption remains safe, responsible and consistent with our legal obligations.
