The question

To ask the Minister for the Cabinet Office, with reference to page 87 of the Strategic Defence Review, published 2 June 2025, what progress has been made by the Cabinet Office on planning for a whole-of-society approach to the UK’s security and resilience.

The Strategic Defence Review, Resilience Action Plan, and National Security Strategy make clear the importance of a whole-of-society approach to the UK’s security and resilience. The Resilience Action Plan, published on 8 July 2025, sets out the Government’s strategic vision for a stronger and more resilient UK and the whole-of-society approach to deliver this.

In July 2026, the Government published an implementation update to the Resilience Action Plan. Alongside this publication, the Government announced a national resilience public engagement campaign, which will be delivered later this year, working in partnership with devolved and local governments, Local Resilience Forums, utilities providers, businesses and civil society organisations.
