The question
To ask the Secretary of State for Defence, with reference to page 88 of his department’s Defence Industrial Strategy, published 8 September 2025, what progress has been made on a segmented approach to procurement.

Reducing the time taken to deliver capability to the front line is a key driver of our acquisition reforms. The new segmented approach to procurement is designed to enable programmes to get to contract faster by tailoring of acquisition processes to the type of capability and risk involved.
The Procurement Segmentation programme has published acquisition guides for all three segments to enable MOD practitioners to apply best practice to drive pace in our acquisitions. These are supported by ‘test and learn’ demonstrators on a variety of Defence programmes.
The segmented approach is at an early stage, and benefits will be tracked as its use is expanded across a wider range of procurement programmes. This approach tailors acquisition routes according to the type of capability, supplier, and level of risk.
