Defence: Procurement

The Ministry of Defence has made significant progress in delivering defence contracting reform as part of wider Defence Reform, the Strategic Defence Review and the Defence Industrial Strategy. Current activity is focused on simplifying and accelerating commercial processes, strengthening strategic supplier relationships, improving value for money, increasing SME participation, and modernising the framework for non-competitive procurement.

Reforms include work to streamline acquisition processes, expand the use of more agile and flexible contracting approaches, improve contractor performance incentives, reduce unnecessary administrative burdens on suppliers, and review the Single Source Contract Regulations to ensure they better support innovation, productivity and delivery.

MOD is also developing approaches to strengthen commercial capability, improve data-driven contract management and align contracting arrangements with wider Government objectives for growth, resilience and national security. Reform activity remains ongoing and will continue to be implemented through Defence Reform and associated commercial transformation programmes.
