The question
To ask the Secretary of State for Transport, whether Ministers were provided with a breakdown of consultation responses by respondent category, including (a) learner drivers, (b) approved driving instructors, (c) driving schools and (d) other respondents, before the changes to the driving test booking system announced on 12 May 2026 were approved.

The consultation was a public consultation and, as with other government consultations, responses were provided on a voluntary basis. Ministers were provided with the results of the consultation and the published analysis before decisions on changes to the driving test booking system were taken.
Ministers were also provided with analysis of responses by respondent type. The published consultation response includes a breakdown of responses from learner drivers, approved driving instructors, driving schools and other respondent groups, as well as analysis of how views differed between those groups.
