The question
To ask the Secretary of State for Defence, with reference to Recommendation 8 of the 2025 Strategic Defence Review, what progress was made in establishing a new partnership with industry via a new approach to market segmentation and capability portfolios by March 2026.

The department is committed to backing British businesses and supporting our defence industrial and skills base, making defence an engine for growth.
The segmented approach to procurement is designed to enable programmes to get to contract faster by tailoring of acquisition processes to the type of capability and risk involved. Acquisition Guides for all three segments have been published to enable MOD practitioners to apply best practice to drive pace in our acquisitions. These are supported by 'test and learn' demonstrators on a variety of Defence programmes.
The portfolio-driven acquisition model has been introduced to increase pace and agility in capability delivery. Three portfolios have stood up and the remainder will follow in a phased approach to implementation during FY2026/27.
Together with the broader reforms set out in the Defence Industrial Strategy, these new approaches will drive pace in acquisition and send industry a clear demand signal, giving them confidence to invest in future capabilities.
