To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to the National Infrastructure and Service Transformation Authority Major Projects Annual Report 2025 to 2026, Tables, Livestock Information Transformation Programme, for what reason was the NISTA/SRO Delivery Confidence Assessment rating at 25/26 decreased to red.

The Delivery Confidence Assessment was revised from Amber Red to Red in March 2026, reflecting revised delivery timelines reported by the supplier and increasing uncertainty around scope linked to EU Reset.
Ministers approved a ‘path to green’ recovery plan in May 2026 and LITP subsequently implemented a 100-day plan to strengthen oversight and support successful delivery.
As part of this work, technical development of the new multispecies livestock traceability service was brought in-house earlier than planned, but in line with the programme roadmap, to ensure the new service aligns with Government Digital Standards and EU reset priorities.
