To ask the Secretary of State for the Home Department, what is the full scope of the Asylum Transformation Programme, following the increased programme scope for 2025/26.

The Asylum Transformation Programme (ATP) is a Government Major Projects Portfolio (GMPP) programme established to improve the efficiency and effectiveness of the UK's asylum system. ATP is transforming the people, processes and technology that underpin asylum caseworking and asylum support and accommodation, with the aim of delivering a more efficient and sustainable end-to-end asylum system.
Following approval of the 2025/26 Programme Business Case, ATP's scope was expanded to encompass four operational pillars:
- Asylum Caseworking: focused on streamlining asylum caseworking processes;
- Asylum Support and Accommodation: focused on accommodation, support services, dispersal, property management and move-on activity;
- Unaccompanied Asylum-Seeking Children (UASC): incorporating age assessment transformation projects transferred from the closed Sovereign Borders Programme; and
- Appeals: delivering improvements to appeals and litigation processes to support a more effective end-to-end system.
The expanded scope reflects the Government's objective to address challenges across the entire asylum journey, from intake and caseworking through to accommodation, age assessment, appeals and move-on activity. ATP is delivering a portfolio of projects across these four pillars, supported by wider cross-cutting digital, data, automation and process improvement initiatives.
This scope expansion was driven by the transfer of ongoing UASC age assessment projects and the introduction of appeals-focused transformation activity, ensuring ATP can support improvements across the full end-to-end asylum system.
