The question

To ask the Secretary of State for Defence, with reference to the National Infrastructure and Service Transformation Authority Major Projects Annual Report 2025 to 2026, Tables, Armed Forces Recruitment Programme, what the level of risk being carried is for the novel collaborative delivery of a) technical solution and b) data migration.

The delivery of the technical solution and the migration of data remain among the Programme’s principal delivery risks.

These risks are being actively managed through the application of progressive assurance, and a controlled and phased migration approach. The Programme is working with the single Services, Defence Digital and Team Serco to improve data quality, validate migration requirements and sequence the transfer of candidate records in a manner that protects recruiting continuity.

Established governance arrangements provide senior oversight of delivery progress, residual risk and the readiness evidence required at each service commencement date.
