Electric Bicycles and Electric Scooters: Regulation
The question
To ask the Secretary of State for Transport, what assessment her Department has made of the potential merits of introducing a DVLA registration scheme for (a) e-bikes and (b) e-scooters.

Private e-scooters are illegal to use on public roads, but the Government has committed to legislative reform when parliamentary time allows, to create safe and legal routes. We will consider registration for e-scooters as part of that, and we will be consulting on e-scooter regulations over the next year.
There are no plans to require a registration system for cyclists. This would be complex and expensive to design and administer. E-bikes that do not meet the definition of an Electrically Assisted Pedal Cycle already require registration to be used lawfully on the road. Enforcement is a matter for the police.
