The question
To ask the Secretary of State for Justice, with reference to the Government's press release entitled Crackdown on baseless legal claims to get Britain building, published on 16 July 2026, what discussions have taken place with the judiciary on the proposed reforms to judicial review procedures.

In its response to the Nuclear Regulatory Review, published on 16 March 2026, the Government committed to consulting on extending recent judicial review reforms for Nationally Significant Infrastructure Projects to other planning regimes. As part of that commitment, the Ministry of Justice published the consultation Judicial Review Reforms Beyond Nationally Significant Infrastructure on 16 July 2026.
The consultation document provides information on the categories of stakeholders from whom views were sought and on organisations to which the consultation was circulated. It also stated that the Government would seek views from the judiciary on the implications of any reforms for the operation of the courts and the administration of justice.
To support the consultation exercise, officials engaged with the judiciary and contacted a broad range of interested stakeholders to ensure awareness of the consultation and provide an opportunity to respond. This included infrastructure and energy organisations, environmental and community organisations, legal representative bodies and stakeholders with interests in infrastructure delivery and development, as well as other organisations with experience of legal challenges to major infrastructure projects.
The consultation closed on 27 August 2026. The Government is now considering the responses received and will publish its response in due course.
