The question

To ask the Secretary of State for Business, Innovation, Science and Trade, what plans he has to exempt voluntary shift swaps between employees from any short-notice compensation requirements.

The right to payment for cancellation, movement and curtailment only applies where the change to the shift is made by the employer. Employers will not have to make payments as a result of workers swapping shifts between themselves.
