To ask the Secretary of State for Transport, whether her Department has made an assessment of the potential merits of establishing a senior reference group to coordinate the development and delivery of surface access infrastructure for Heathrow Airport.

The draft Heathrow Expansion National Policy Statement is clear that any promoter seeking development consent for Heathrow expansion will be required to set out a robust surface access strategy, demonstrating how sufficient surface access capacity would be developed and delivered to support an expanded Heathrow.
Given the range of interests and interdependencies involved in the development and delivery of surface access infrastructure, promoters are expected to work with relevant stakeholders, including transport bodies and local authorities, in developing their surface access proposals. The Department will work with promoters and stakeholders to ensure effective engagement and support the development of deliverable plans.
