To ask the Secretary of State for Transport, if she has plans to encourage more on track operating flexibility under Great British Railways so that long distance intercity services are not constrained by the Time to 3 (T3) metric which underpins high frequency commuter services.

Under public ownership, operators are focused on improving the outcomes that matter most to passengers, including punctuality and reliability. Performance measures are used to support effective performance management across the network, and we are developing Great British Railways to bring track and train together in a single guiding mind, helping to deliver a more joined-up and passenger-focused railway.
