I am today laying before Parliament, “The European Union Finances Statement 2025: Statement on the implementation of the Withdrawal Agreement” (CP 1538). This is an annual publication; this year’s edition covers the period from 1 January 2025 to 31 December 2025. This publication is available on the GOV.UK website.

The publication sets out the Government’s updated estimate of the financial settlement on withdrawal from the EU. HM Treasury estimates that the total net value of the financial settlement is £30.9bn since the UK ceased to be an EU Member State in February 2020. Of this, £25.7bn has been paid up to the end of December 2025, and the forecast of future outstanding net liabilities is £5.3bn.
